Program Details
Accounting Foundations: Budgeting & Subsidy Maximization will provide foundations for building better budgets while maximizing funding from all programs and sources.
Covering relevant and updated topics - featuring an Operating Fund workshop, tools for developing effective and compliant Cost Allocation Plans, updates on PHAS and strategies for integrating Capital Fund Program and Housing Choice Voucher Budgets.
Day two features speaker Rich Carroll, of Siemens Industry, Inc., Building Technologies Division.
Objectives include:
- Preparation of timely and efficient budgets
- Mastery of step-by-step approach to preparing subsidy and utility calculation forms (52722 & 52723)
- Obtain methods to maximize funding resources
- Refine accounting skills for budgeting, accounting and reporting for the Capital Fund and Section 8 Program
- Understand allocation of costs
(with or without the asset management model)
- Update on the proposed PHAS, the Financial Data Schedule (FDS), ARRA reporting and tracking, and more.

Mr. Alten's specialties include Low Income Public Housing (LIPH), Housing Choice Voucher (HCV), Project Based, Moderate Rehabilitation (ModRehab) and New Construction Section 8; the Capital Fund Program (CFP), HOPE VI and various other programs and grants such as ROSS and Rural Development. Mr. Alten has helped Housing Authorities maximize both Operating Subsidy and their financial ratio scores. Mr. Alten was a former partner of PHA Finance, PC and co-creator of The PHA Finance Solution.

Mr. Carroll is a National Account Executive for Energy Performance Contracting in Public Housing for Siemens Industry Inc. He is considered one of the national leaders in recognizing the financial impact of HUD’s energy reduction incentives on Public Housing Authorities. Mr. Carroll has been involved with the implementation of over $200 million in energy-related PHA improvements completed and funded through these incentives.
Mr. Caroll will discuss HUD’s energy reduction incentives, and his session will be Q&A intensive.
