Brian Alten, Director, joined Asher & Company, Ltd. in 2005.  Brian was a former partner of PHA Finance and co-creator of “The PHA Finance Solution.” He is the practice manager for Asher PHA Finance, LLC. Brian has over thirteen years of experience in areas of accounting and financial consulting for Public Housing Authorities (PHAs) across the nation.  Biran provided accounting and consulting services to the following program; Low Income Public Housing, the Housing Choice Voucher, Moderate Rehabilitation, Single Room Occupancy (SRO), Project Based and New Construction Section 8 Programs, the Capital Fund, HOPE VI and various other programs such as ROSS and Rural Development. 

Brian has provided tax credit consulting to his clients as well as mixed finance development and CFFP deal infrastructure and support.  Brian has helped PHAs maximize both subsidy and financial ratio PHAS scores.  Brian has also provided MASS and SEMAP assistance. Mr. Alten has been selected to assist agencies that were under a MOA or troubled status and successfully graduated them of troubled status.  He has also developed polices and procedures to increase the monetary position of several PHAs.  Brian has consulted with numerous authorities for the implementation of Project Based Accounting & Management, budget development and project based operating subsidy.  He worked with multiple stop loss agencies, and was instrumental in assisting his clients comply with asset management and be eligible for over $17.8 million dollars of subsidy.

Brian has been a featured National seminar speaker on issues such as HUD, GAAP, GASB and Project Based Accounting, Budgeting and Reporting.  Brian is the co-editor to a leading housing industry periodical.
